In control panel,the display panel is not showing the backround tab. How do you correct this problem ?

Hi wiz419 welcome to CyberTechHelp.
Familiar with regedit?
Start
Run...
type regedit hit enter
go to...
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System
(check HKEY_CURRENT_MACHINE also)
...and look for
NoDispAppearancePage=0
NoDispBackgroundPage=0
...and delete the Wallpaper key
You can delete c:\wp.bmp if it exists
reboot
