Windows 2000 error reporting

This should be very easy for someone, but I can't find it anywhere.How do I turn off error reporting in windows 2K? There is no error reporting tab or button under System\Advanced....There is no "error reporting" service running under services...There is no registry entry HKCU\Software\microsoft\internet explorer\ IE_Watson

Nothing starting up in msconfig/Startup ?
