I don't think many folks are visiting "95" forum much these days. Sorry no one has tried to help.
1. Windows 95 & up does not require autoexec.bat and/or config.sys files to run. It only uses them if dos drivers or certain sound drivers require loading.
2. Did the CF card actually have virtual memory on it? It was being used as such before pulling out and booting?

yes it was being used for such things before being removed

Reboot into SAFE MODE then check where virtual memory is being stored? Is it still pointing to the CF card. If it is Change it back to the hard drive, reboot then reinstall the CF card.

Ive Changed the virtual memory from CF to HDD in safe mode, then tried to reboot to normal, same problem comes up with the message of having insufficient memory

You could boot to a DOS prompt and use the MEM command to see how memory is being used>
MEM /C /D /F /P
