Because science is so awesome, I've been required to do a science fair project and chose to do one on subliminal messages. To do this, I need to create a file, like a slideslow, of people's faces with a man's face inserted for 1/25 of a second every once and again. Please let me know if there is any way I could do that without purchasing any further programs.

TMPGEnc (for video creation/manipulation) is free (http://tmpgenc.net/e_main.html).
You can make the video frames in *.bmp format and join them all together to make the video.

You could use an Animated Gif, but Spiders suggestion or a Flash (SWF) file would be good also.

PowerPoint might do it if you tried hard enough, but may not work because it probably won't be fast enough, and takes quite some time to render slides. A pre-rendered video as suggested above would be the best route to take.
