Terminal Server Licensing

When I try to access one of our Servers through Terminal server I get the error message: There are no terminal server license servers available to provide a license. I went into Add/Remove window components and did the terminal server license setup and then activated the license but I still receive the same message. Are we going to have to buy Client Access Licenses to get this to work or did I do something wrong?

You might find this link to be of help. Nine times out of ten its just a setup glitch with the licensing service.....
