Sites load fast , but dl speed is low...

for a couple months now ive noticed that when i try downloading a file directly off of a site , its like i have a max download speed of 50 kb/s...it always sticks around that speed , usually dipping down to 38 kbs , then going up to 50 again. When i go to websites , they load at a normal speed , and ive taken internet speed tests and they give me results of about 390 Kbs. Ive scanned my computer and have no viruses or spyware , and recently reformatted the computer but its still downloading at a slow speed.
We have charter cable internet btw. anyone heard of anything like this before or know whats wrong?

Speed

One problem could be that someone in your neighborhood is using the same cable you're using and downloading a big file, slowing up yours.
You should check the download speed from your service provider. For mine, going to websites are fine but the dl speed varies on days. (Using Comcast)
