Ok
After downloading the file on your computer
Run the file
which should extract its contents onto a floppy disk
Then that disk becomes bootable

Howdy:

The file you downloaded is a self-extracting file.. You put a clean formatted floppy in a: drive of your XP system.. double-click on the file you downloaded and, golly gee, it extracts the needed files and puts them on the floppy..

If you just put the file you downloaded onto the floppy, it's no wonder it didn't work!!!

Also, please don't hijack someone else's question.. Start your own.. that way there is less confusion!!
