Raise Second Window

Whenever I open a link or another window, it comes up down in the task bar. I have IE 6 SP2. I have searched and cannot find the command to open a second window on the desktop screen. Thank you :

To check the easiest thing first: XP has a "rollup" feature which will leave a window's title bar visible. It's enabled by clicking the left-most button at the upper right of the window (where the X is to close it). If you inadvertently clicked that button on a secondary window at some time in the past and then closed that window last, all future secondary windows will open "rolled up" into the title bar.

If that's the case, open a link in a new IE window, then right click on the icon in the task bar for the original IE window, left click on Close. That should leave only the title bar of the rolled-up IE window showing. Then click on the left-most button in the right end of the title bar and see if the window unrolls.
