I run windows 98se on an HP Vectra 400VL, and have downloaded the sound driver (Crystal AC9xWDM) from the HP website, but when I reboot to instal the driver, it does not show that I have that driver avail. What have I done wrong?

What do you mean it doesn't show it? Where did you put it? Does it ask for the driver when you boot? If so when it asks to let windows find it or you find it(can't remember the exact words) you choose the option to let you find it and go to wherever you put it.
