For the first question you need OS X Server which contains Quicktime Streaming Server (It may be available outside of server from Apple, I don't know.).

Someone else needs to answer Question 2.

You can just use Quicktime and cheese the fast start option and prepare it for streaming. You don't HAVE to have the streaming server, but it helps.

For the second question, talk to your server administrator, if you ARE the administrator. You may want to search Google for server settings based on the server you are running. Or check the manual for the server.
