Windows won't fully boot in normal mode

When I turn on my laptop, the wallpaper shows up, but none of the icons or anything else ever loads. I can start it up in Safe Mode, but I don't know what to do to attempt to fix the problem once I get there. Any suggestions?

Run a virus scan in safe mode. Scroll down to find the fix for Win95

I ran a virus scan and it detected one virus. That didn't seem to help at the time, but now the computer does work. Not sure what fixed it, but it works so I'm glad!
