Welcome to CTH rgwatchr. It sounds as though your network driver or router does not support all user accounts on this PC. I am no expert though so I am transferring you to our Networking forum for more help. In the meantime, please post some information regarding your setup so that others may help you.

Go to your control panel and open "system". Goto the hardware tab and click on hardware manager. Scroll through the list looking for and red "X" or yellow "!" over a device and post back any results.

This is quite a fun little error you have. I did a little research on error 31 and its... ambiguous. I'm glad you said something about it not occuring with the administrator accout, because this would have been one heck of a goose chase.

Your problem is that you installed a device driver with less than administrator privs (which yes this can happen in very rare circumstances even if your user is in the administrators group). If you can figure out which device is being halted, log in under the administrator account, remove and reinstall the device and theoretically all should be well.

this is a realy good error message becouse no one can seem to help figure it out.if I knew what devise had to be removed and reinstalled i would do it.could it be something in the administrater account under internet connections?

The easiest way to work out what device is causing the issue would be to disable a few ie "network card, cd/dvd drive, ect" then boot the computer turn them on one at a time with each boot and when the problem starts you know what device is causing the problem. Or if you are up for it just uninstall all the devices at once and re-install them upon next boot with the latest drivers.

Looks like the Microsoft Connectiion Manager is either corrupt or some how got uninstalled. It is needed to load files of the type "ProfileName"

Try getting the download from the Microsoft website

Have you checked the event logs on the system to see if the error is logged there? It might tell you what device is missing?
