Is this a legal download?

I was looking up a program called "Vocabulearn French Complete" (a language learning package) because I wanted some info about it, and there are about a zillion sites offering it as a free ebook download. There are also sites like Amazon selling it. I thought the MPAA and their ilk had put an end to free and easy downloads of pirated software, but what do I know?
So, are these download sites just waiting to get caught (There are a LOT of them!) or is this legal?

No, the free ebook downloads are not legit.
Here's a legit way to get it:

Why is it so freely available? The rights holder probably isn't actively pursuing removal - Penton Overseas Inc appears to have gone bust.
