Can't move icons, folders

All my icons on my desktop just decided to move to the left hand side and I can't budge them and there is no check in auto. Also I can not move one folder to another folder or to a flash drive. I also can't click or double click to open anything I have to right click and then click on open.

I tried to run sfc /scannow and got this message "error ox 00006ba The RPC server is inavailable

Start > Run type

services.msc (hit <OK>)

Make sure the following services are running:

Themes
Remote Procedure Call (RPC)

If ok

Reboot into Safe Mode and see if they work.

There are two RPC one says Started and set to auto one says nothing and is set to Manual
Same thing in safe mode I also can't make an image as wallpaper either, something sure went haywire

I went into the registry checked the value of sfc to see if it was set to 0, it was and then I clicked on save and then I tried again. I could then use sfc but it said Insert WXP Professional Service Pack3 CD. So what I did was go into the txt file FP40 ext and IMS and changed the name to the name of the CD which is Microsoft Windows Home Edition Service Pack 3 and then ran it and I'll be darn if it still didn't ask for the one that was correct so got nowhere. Also there is a lot of stuff disabled in services but double clicking won't work on anything.

There was so much stuff messed up I just decided to re-install Windows and chose the fix itself option. When it finished everything went back to normal. No idea how it got so much out of whack.
