Cannot delete software.

A few weeks ago I downloaded a free trial period of Corel Paint Shop Photo Pro X3. I decided to get rid of it, went to add/remove, hit remove and most of it deleted but I still see listed Corel Paint Shop Photo ProX3 90.76 MB which is less in size but it will not delete. This is what happens. I hit delete, it appears to be getting ready to delete and a big box comes up saying:
The installation wizard encountered a problem while trying to configure your software. Could not access file:
C:\docume~1\owner\locals~1\temp\fco5f2c4-2odf-4261-bf47-cOfad89b13d\cds\setup.msi--
The system cannot find the path specified. Would you like to continue?
Then I press 'yes' and:

Installation Wizard not completed. Your system has not been modified. To complete installation at another time, please run setup again. Click Finish to exist Wizard.
You do not have sufficient priviledges to complete this installation. The installation requires administrative or elevated priviledges.

Sorry for the length but have no idea how to get rid of this leftover and when I try to upload photos, this Corel thing is messing up the upload.

Try it in "SAFE MODE".

Also if you went to Corel and registered, then go HERE, you will see a link to UNINSTALL

PaintShop Photo Pro X3

1. Activate your trial
2. Uninstall your trial

I did not register.
Can do I access safe mode?

Boot and before the WINDOWS logo comes up start tapping the F8 key. Menu select SAFE MODE

That doesn't appear. I tapped the F8 key and this came up:
BIOS ao2
Main Processor:intel pentium 4.2.20Ghz
Memory hiding: 1024 m ok

Primary Master: (some lengthy info)
Primary Slave: none
Secondary Mastersome lengthy info)
Secondary Slave:none
Press F1 to continue
F2-setup
F12-Boot Menu
F10-utility mode
What would I do at this point?

After that screen keep tapping the F8 key.

Perfect!! Worked just fine, got rid of that software and everything
running smoothly.
