Question all usb ports not working

posting for my Dad. He's got a new Windows 7 machine. All usb ports have quit working. My question is, to even try to diagnose it (look at device mgr, etc) how can you do this when you don't have a keyboard or mouse (have tried other keyboards and mice and none work on this machine)? Is it possible to do any diagnosing if you can't use the mouse or keyboard?
