I can't do the RK scan in safe mode. This app can't be opened using the built in administrator windows 10 safe mode. I wasn't able to get around that.

In any mode it will run, run RK again. Run a new scan, place a check next to everything it finds, then click Delete.

Reboot, run RK again and post that new log please.

I"m still not able to open links in outlook mail. It doesn't give an error code but says unable to open. Windows firewall can't change some of your settings. Error code 0x80070

Outlook is Windows software, and it shares problems with other Windows software. For now, follow the steps here to see if that fixes things (kinda complex - take your time). If not, we'll walk through some fixes.

Let's try an old script technique on this, but it may not work on 10.

In the search bar, type notepad, and hit Enter.

Code:
regedit /e Export.txt "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\windows firewall"
notepad Export.txt
del /q Export.txt

Goto File on the top bar and choose Save As, Change the Save As Type to All Files, Name it Check.bat then save it to your desktop

Double click Check.bat and it will check if the reg key exists and then if it does it will export the details and open them in notepad. If it shows cannot find Export.txt after its run then its fine and means the key doesnt exist, if it does show information after its run, please post that back on here.

Do you still get the firewall alert at each reboot?
