Why am I keep getting this message whenever I turn on my computer?

Computer Model: Toshiba Satellite M100 (laptop), and Operating System is Windows XP.

Now, this has been for a while and I'm starting to feel annoy. It happens occasionally. Almost everytime, I'd say. I keep getting this message when I turn on my computer.

Press <F1> to resume, <F2> to Setup
Thing is, when I turn on, sometimes it wouldn't happen. There have been occasions when I had to keep switching on, then this message appeared, pressed the power off to reboot again. Then start again, then off again... till I get the computer up and running... till I see the Windows XP logo.

When the instruction asked me to either press F1 to resume or F2 to setup, as everybody else would, I press F1. What happens next? Nothing appears. It could go on for an hour and the Windowx XP logo just won't appear.

How can I fix this? Even though I reformated my computer, this thing still appeared.
