Low Framerate, Decent Specs..? (moved from W7)

Lately in Warcraft I've been lagging a lot. Low settings, ultra settings, doesn't matter - lag.

Can any of you help guide me through some process of troubleshooting so I could find out what's up with this? I'm having no problems outside of WoW.

Specs:
CPU: Phenom II x6 1055T (Stock clocking)
GPU: XFX 5770 (stock clocks)
PSU: Corsair TX750W
RAM: 4gb OCZ gold 1333mhz
Mobo: Gigabyte 880GA-UD3H
OS: Win 7 x64 Ultimate

The memory usage is low while running the game, still under 50%, and the latency in-game is fine, but my FPS seems to be around 20-40 :/.
