I don't know how it happens, but it is not MSN "snooping" on you.

I suspect a cookie thing.

I just went to msn.com and got the banner you mentioned. I clicked "No thanks" then closed the page. I then opened msn.com again and this time, I got a different banner ad (this for the new Microsoft News app for iOS and Android). Again I clicked "No thanks" and exited again.

Then I started a new page with msn.com a third time and I was NOT presented with any banner ads. I exited two more times and still no banner ads. This was with Pale Moon, a forked version of FF.

Chrome was a bit more challenging. It took 5 times before I stopped getting the banner ads.
