Resource Monitor - Meaning of Blue Line

Got a Dell and in CPU Resource Monitor, the blue line is packed hard up against the top of the box, even though the green graph is much lower

Does the blue line indicate something is running at max, and how do I find out what this is ?

The blue line shows the total processing power (CPU frequency) available to the system, and the green area shows the current utilization of those available resources.

The green is overall cpu usage while the blue is how high your system cpu frequency is running(power savings lowers this when you are idle. The Turbo features as well as overclocking allow cpus to get over 100% frequency). So for instance when the cpu is idle.

Look in your Services see if there is one called Optimize Drives, if it is running stop it see if there is a difference.

Mine stays up there too.
