Help to correct delayed sub context menu

In Windows 10v.1809 after right clicking on desktop to open context menu, there is a 20 delay to select 'New' in the sub context menu.

Help to correct 20 second delay to select 'New' in the sub context menu.

I've read that lots of people with Win 10 Version 1809 had the same problem, and it was solved by updating to Version 1903.

I've just completed this update and on my i7 with 8GB of RAM and a fast internet connection it still took over 2 hours, so allow plenty of time for the job.

Smile Upgrading from Win.10 v1809 to Win.10 v.1909

The upgrade from v.1809 did not complete.
v.1809 has full control of the upgrade. It will not let go.

I asked Microsoft.
Another tech support suggested that I create another 'User"

After creating another 'User' and testing to created 'New' on desktop, it opened "FAST"

We can mark this problem 'SOLVED'

So were you then able to install V 1903?

Downgrading from v.1809 to v.1803

I was not able to downgrade to v.1803 from v.1809
Also, I was unable to upgrade to v.1903

It might help if you listed your system specs here so that if somebody here tries to help you we know what we're dealing with.
Did you get any error messages when trying to install V.1903?
