Outlook Error 0x8004010f

Since my computer was upgraded to the latest version of windows I am unable to send emails through Outlook and keep getting the message "Sending reported error (0x8004010F):Outlook data file cannot be accessed.

I have created another profile as per Microsofts website but am still having the same problem. I now have two profiles showing up in Outlook.

Also my Onedrive was changed and probably more i am unaware of.

I don't know what to do next except send emails through my gmail account.

Can someone give me some help please

Which version of Windows "10"?

Is this Outlook.com or MS Outlook part of office, and if part of office which version of office?

it is microsoft 10 and it is Outlook 2013 not part of the MS suite

Outlook 2013 is part of MS Office 2013.
