Hold the "HOME" button, then power it down completely off. Now turn back on

When you click on WIFi in settings does it show any available networks? Also is WIFI turned ON?

I try to reset all content and setttings but need to connect to I Cloud to do this but having no internet this can't be performed. The whole reason I am doing this manoevere is because I don't have internet. Is there some way at all of enabling Wi -Fi ? I tried to do this also with Jintans post but @Reset all Settings didn't have any effect.
