They come from the e-mail client. Outlook express etc. can be configured to add > marks to text when forwarding or replying to e-mails. This is done to reduce confusion, particularly with messages that are forwarded many times.
Jokes fall into this category.
Smart joke forwarders copy and paste the joke into new e-mails. Even smarter ones post them on this board.
