You don't need a "Download".
You can clear these easily as follows:-
Start - Right Click Internet Explorer - Internet Properties - Browsing History - Delete Button.
From there you can clear all your History, Cookies, Temp Internet Files and Form Data.
If you open the Settings button you can set how long History and Temporary Internet Files are stored before clearing.
