An exception occured while trying to run -- error message at start up

hello all.

my problem is probably fairly simple to fix, however i cannot find anything on this, so at the risk of double posting, here goes.

upon start up i get this message --> an exception occurred when trying to run ""c:\windows\system32\wscsapi.dll",dllgetversi on"

it happens upon every restart, now i dont know if this has anythign to do with it, but i get an extreme amount of pop ups, like a billion.

anyhelp would be great, thank you.
