boot in dos mode, wont recognize my second HD

I want to create a partition on disk 2, in the un-allocated space, in the image below... i've tried a bunch of different ways to do it, but i can never get it so that i can access it, when i boot from a floppy...

DOS cannot see NTFS drives. that is why.
