devdtct.exe unable to locate component

My computer crashed yesterday, and I have been able to recover all my documents and manually restore most original settings. However, whenever I start up my laptop, it shows a "Installing" window, then this error message comes up:
"devdtct.exe-unable to locae component.
This application has failed to start because odiAPI.dll was not found. reinstalling the application max fix this problem"

I have tried searching for both, but nothing. Can anyone help me?
