PC Turns on, off, then on again and boots normally

Hey all,
My PC does a slightly odd thing when I start up; I press the power button and it turns on briefly, then switches off again. A second or so later, it comes back on and boots normally, and has no problems, so its not anything urgent - I am just curious as to why. Also, at one point when I was having problems I reset the BIOS and it didn't do its wierd booting thing for a while, then later started up again. Any ideas?
My system:

Windows Vista/7 (separate hard drives, use motherboard boot device (F8) selection screen)
Asus P5Q motherboard
Intel C2D E8400
4GB DDR2-1066
USB Mouse/Keyboard
Sapphire Radeon HD4870 512MB
