What tools are needed to achieve maximum security and privacy on Telnet?

Don't use telnet. It is incredibly insecure. If you can use SSH.

Are we talking windows or linux here ? The purpose of your use of telnet ?

I only use telnet to run config files on Cisco switches, while I'm physically at the switch. Other than that, as MishY states, it's very insecure.
